Makes a beep noise every 45 seconds, sounds like the same kind of beep the anti-theft device makes when you start the car

SOURCE: car starting probs

u need a new key the Senty key Immobilizer module has not recognized a signal from the key during engine startup and means that the Skim anti-theft system has locked the engine down.

SOURCE: anti theft dodge

either you assumption is correct, could need a new key, or the ignition has went bad, try the key first if it does not solve it, replace the ignition.

When arming the alarm and immobiliser does it not beep or make some sort of sound and when it is armed is there no indication like a flashing red light that its armed?

Make sure all the doors, Windows and trunk are closed and that no lights stay on inside. If a light does stay on inside the anti-theft may think it's an open door or someone is still inside. Also, if you have a lot of stuff on a seat, the pressure sensor in the seat may tell the anti theft there's still someone inside the car. You should usually get a confirmation of some kind that the anti-theft is active, unless the confirmation was turned off in the vehicle's settings.

Try pulling the fuse for the anti theft system and starting. If the car starts normally, then the problem is with the theft system. The theft system will reset itself after a period of time.

99 explorer alarm disables. Motor dies

Anti-theft system can keep vehicle from starting , Alarm is for vehicle content theft , open door without key alarm sounds (horns) ! PATS - passive anti theft system PATS enables and disables the engine from starting ,it will not cause the engine to die ! You have some other kind of problem ! If the vehicle engine doesn't turn over an red light on top of dash flashes fast ,then you have anti-theft system problem !
PATS differs from the perimeter anti-theft system in that PATS enables and disables the engine from starting. If equipped, the perimeter anti-theft system protects the perimeter of the vehicle (doors, hood and trunk) and sounds an alarm.

2002 Ford Explorer. Drove to the store turned it off went in came out 2 minutes later and it won't start or even make a noise but it is getting power. What could it be?

Is the red light on the top center of the dash pad flashing fast when trying to start ? The engine doesn't turn over ?
Anti-theft system problem !
PATS uses a visual theft indicator. This indicator will prove out for three seconds when the ignition switch is turned to RUN or START under normal operation. If there is a PATS problem, this indicator will either flash rapidly or glow steadily when the ignition switch is turned to RUN or START. PATS also "blips" the theft indicator every two seconds at ignition OFF to act as a visual theft deterrent.
PATS differs from the perimeter anti-theft system in that PATS enables and disables the engine from starting. If equipped, the perimeter anti-theft system protects the perimeter of the vehicle (doors, hood and trunk) and sounds an alarm.
The PATS is not compatible with aftermarket remote start systems, which allow the vehicle to be started from outside the vehicle. These systems may reduce the vehicle security level, and also may cause no-start issues. Remote start systems must be removed before investigation of PATS-related No Start issues.
