the best way i have found to test glow plugs is to disconnect the wire to the plug and get you 12volt test light and put your negitive lead of the test light on the positive battery cable so when you touch the test light to any ground the light will light. so now go check your glow plugs and if you have one that doesnt light the light its burned out.

most likely the relay. its located to the left of the fuel filter( looking at the motor from the front). my experience is that they only last about 50,000 miles. the part costs about $20 at an navistar dealer. remove the cowl over the filter, disconnect the batteries(so you don't short the new relay out if you cross the polarity with a wrench) ,remove the four wires from the ceramic relay, un-fasten the relay from the base. reverse the process with the new relay. CAUTION; do not over-tighten the nuts on the wire studs, you could crack the ceramic relay.(iv'e done it) . hope this helps

checked,since the computer relies solely on sensors,the ect tells the computer how cold or hot it is so the
computer will make it a rich or lean mixture to start the engine,if it tells the
computer that it is 75 degrees the computer will lean the mixture like starting
a car in the winter without a choke.
