You most likely have a faulty gearshift position start interlock switch.
Check / replace faulty shift switch.

Hi: Open Your Hood ,And From The Inside of Your Engine Compartment Look For a Wires Running To Both Left And Right Front Lights Theres a Bulb Socket attached to Your Head Lights ,Theres not a Lot of Room to work With ,But Reach in With Your Hand And Use Your Fingers To Turn the Elecrical Head Light Socket Counter Clockwise until the Bulb Socket Stops Then Pull Out The Bulb Socket ,Pull Old Bulb Or Bulbs Out .To Relace With New. These are Halogen Bulbs, Be Careful And Try Not Touching the Bulbs with Your Bare Fingers. You can Put a Real Thin Gloves On to Push Bulbs Back Into The Sockets.This Should Get You You could have 2 Bulbs Per Side 1 Low 1-High .
