I have a 1994 olds regency 98 it has power windows when you roll the windows up the engine will shut down and not start for 10 to 15 minutes then the windows work and the will start sometimes the car will shut down while driving down the road after 10 to 20 minutes it will start an windows work

May be the Idle air Control Valve (IAC) . Suggest you do the search for both the TPS and IAC. There's a wealth of info on how to test, clean replace the sensors on the 3.8 engine.
The problem will be in the passenger side switch and limit switch in the door . The best place will be at a wreckers that specialises in wrecking your make of car
The fuel pump will come on then, shut off when the key is placed in the ON position, this is normal. What is not normal, is when the key is turned to start the engine, and the fuel pump does not run when the engine is running at the same time. The initial power up you hear is a prime function that all vehicles have.
Check fuel pressure,spark.If no spark possible crank sensor or ignition module.If no fuel pressure tap the bottom of the fuel tank with a mallet while someone is cranking the vehicle if it starts then you will need a fuel pump.Also if you have spark and fuel but the engine feels like it bucking while turning over,take a hair dryer and heat the coils up.you may have a bad coil pack.After they get warmed it night then start as the coil resistance changes.
check for power drain in accessories such as under hood light/glove box light/trunk light sometimes these switches stick on and drain battery-but i would also recheck the battery again if one failed never know could be from same batch
