The first thing you need to be aware of is that fault codes do not tell you exactly what is wrong with the car and never indicate specific parts have failed. Fault codes only give an indication as to what circuit or system is behaving abnormally at the time.
The fault code P0700 from your engine control module means that there are fault code(s) stored in the transmission module as well. it is not an indication of a problem in itself; it is just a flag to alert the technician that he needs to scan the transmission controller for faults.
For the couple of model years i checked, there was no valid definition for a P0731 on the neon model. If you give me the exact year of the vehicle, i can check to see if there is a definition for this code for your car, but i can tell you that being a 700 series code it is going to be related to transmission operation.
To diagnose this type of fault code is going to require access to a professional level scan tool that is capable of accessing the trans control module for fault codes and stored data. O nce the codes from the transmission are read, then there will be a manufacturer's test procedure to follow to test operation of the specific circuits and components related to that code. This again is going to require a DRB-III scan tool or equivalent to display live transmission data as well as to run the test sequences involved in diagnosing whatever code is stored there.
So, for this reason my answer to your question would be that you should take this particular problem in to a shop with the required test equipment and a technician trained in Chrysler transmission diagnostics to be looked at before attempting any kind of repairs yourself. Some things can easily be diagnosed and repaired at home in the driveway with minimal equipment; this particular type of fault is not one of them.

P 0740 = Torque Converter Clutch. No RPM Drop at Lockup. = Relationship between engine speed and vehicle speed indicates no torque converter clutch engagement.
Yes the Fluid and Filter Change should take care of this. However, Dodge, Chrysler, and Plymouth Minivans have had alot of Transmission problems over the years. Make sure that whomever changes the Transmission Fluid that they use exactly what is specified. Also, do not let any Mechanic talk you into a Superflush of the Transmission. This procedure does not change the Filter.
