Ever since I bought the car it has had a periodic issue of not starting... not the battery, not the tranny, not out of gas, it has been said it may be an anti theft issue... I have to get out of car, lock all doors, wait 10-15 minutes, then reopen car using key (not clicker) and try to start again. Usually it will start then. This problem has happened a couple times a year and gone as long as 18 months without issue. however it has done it now 3 times in 6 weeks. WHAT CAN I DO? Toyota has had it in their local shop and the mechanic will turn it over 100 times and not get it to repeat the issue.

you need a starter. I'm 99% sure. Remember were just guessing here from what you tell us. As a technican I would have to test some stuff to be sure but most likely its the starter.

Hello LostLynne.
The most common issue is a bad contact in the starter solenoid.
This solenoid is part of the starter assembly and makes the high amperage battery to starter connection
When you hear the click the solenoid is activating but not completing the battery to starter contact.
If this is an original starter or been on for a long time I would suggest changing the starter assembly.
Also in your under hood fuse/relay panel there is a smaller relay that activates the starter solenoid that should be checked before replacing the starter. Although less common for that to happen it does occasionally cause a problem. Easy to replace too.
If you have further questions please ask me.

I will assume you have a factory Anti-Theft system. Here is the rest procedure unlock the system which was triggered by the battery change and resultant loss of power. Do the reset exactly as written.
Put the key in the ignition, and turn forward
all the way just before cranking position. Then within
5 seconds, locate, press and hold in the
valet/overide button, found under the
dash area, (push button, spring loaded)
until the installed LED (the blinking light)
in your dash area goes on solid,
and the siren chirps once.
(Your valet switch might be the toggle
(on/off) type. in this case, key on,
flip switch in opposite direction,
then turn the key off.)
This should reset the alarm, and reset
the grounded relay on the starter wire,
allowing you to start the engine.

underneath the driver side dash you will find that main alarm unit, usually you can disconnect the wires from this and you will have no problems until you can get a replacement FOB for it.
