Try replacing the spark plugs first, if symptoms persist the Ignition coil has probably failed a "Volvo VIDA dice" scanning tool (look it up on ebay) will help to diagnose which cylinder is misfiring.

The misfire causes unburnt fuel and air to pass by the oxygen sensor. The sensor sees the oxygen and thinks more fuel is needed, so it adds gas. Focus on the misfire, bad spark plug, ignition coil, plug wire. A clogged fuel injector also causes a misfire but less common.

Which oxygen sensor is bank 2 sensor 1 on a 1999 volvo s80?
this is the upstream O2 sensor, it is located before the catalytic converter, it goes in the exhaust pipe for cylinders 4,5 and 6, see layout at this link.

Check the codes, if there is a misfire it may tell you which cylinder(s) is misfiring. The coils fail, and make sure to use Volvo spark plugs!
