So if sprayed starter fluid an it runs thats all it could be is fuel pump or filter would it run if relay was still bad
You might also wanna check the fuel pressure regulator....

Please call me its easier to explain on the phone, in the mean time try something easy hit the fuel pump on thebottom with a brick or rock then have someone listen to the fill neck of the tank for the two second "buzz" as soon as you turn on the ignition, has this vehicle been run way way low on fuel many times or the fuel filter neglected to been changed at the 15,000 miles interval?

The Fuel pump is is in the gas tank.
The Fuel relay is in your glove compartment behind a panel on the left corner and the realy i believe is the middle one.
The Fuel filter is on the inside of the frame rail under the driver's door.
Note: the fuel pressure for the 4.3 I think is 66 psi and drops 6 to 10 psi at idle.

i would check the fuel pressure regulator.
you need to install a fuel pressure gauge on the system and see what the fuel pressure is doing
