97 golf. Hazard light comes on when I ask it to, but does not blink. The signals don't work and there is no clicking noise as there should be. Fuses are good and I replaced the relay. Any thoughts
I have checked all of the fuses, all the bulbs and replaced the relay. The signals do not come on, at all. the hazard light comes on and stays on (not flashing) until I press it in to turn it off.

Check fuse number 17 in fuse block if ok check bulbs <you said they turn on just don't flash so thats ok> the relay feeds power to the switch cluster but the flasher unit itself is built into the combo switch for turn signal/hazard switch

check the main earth wire near the battery. and one near the rear of the lights. unbolt them and clean the connectors up put some grease on them after. then check again. remember that when the earth wires come off the radio code will be needed to reset the the radio. be safe and take the battery off.
sounds like the signal switch relay fuse. turn your signal on and check your fuse boxes... inside the car and under the hood. it will look like a little square box inside your fuse box next to your other fuses. with your signal on, you should be able to locate the relay because it will be making a clicking noise. pull it straight out and go get another one. hope this helps.
The turn signals and hazard flasher should be on two different circuits, so I doubt a fuse would be the problem. The multi-function switch in the column is the only thing I know of that would affect both. A mechanic would test the circuits at the harness plug.
are the signal lights working if so don`t worry about it as sometimes the manufacture has tried to make the interior so quiet sometimes you don`t hear anything.
it could be duel filament bulb that is blown and shorting inside the bulb to the other circuit, you may need to remove all indicator and hazard bulbs and check. I would also try a new flasher can

Turn hazard lights ON. If they don't blink, replace turn/hazard flasher, If one or more lights don't come on, replace bulb.

If front turn lights work fine, check brake/turn bulbs.
