Sounds like the EGR is hanging open causing an internal vacuum leak.... Check all vacuum lines first for cracks / splits and then pull the EGR and make sure the pintle is not stuck open with a chunk of carbon.
Your pressure regulator may be failing. If you know where it is located, on th fuel rail; you can unplug the vacuum hose while the engine is running and you should hear a change in rpms if it is working. If you don't hear any difference, it needs replaced.
