Check to be sure if the vacuum is connected from the engine to the shifter switch is connected and that you're getting vacuum from the switch to the front differential. No vacuum to the differential diaphragm, no 4x4 front action.
if the clutch really is working, (lever at bell moves 3/4") by fine, my guess, is you can take off from dead stop in2nd, right>? then its a bad shifter. tip. or linkage (end tranny extension housing) or transmission actual core.(shift rails, or forks) or worse. you do know ,that you can disconnect the linkage and test tranny. by hand, key off leakage off shift to neutral (read the FSM or alldata.com) for how. under M/T sections. then key on start engine,clutch depressed, the lift pedel car moves its stuck in 2nd, of not bad linkage. can do all gears that way, use 2 people and do not stand infront of car doing test. or put the front wheels up on stands. but do not get near them. while engine is running. btw some shifters have plastic parts that go bad in the shifter tip.
or , jack up car in front, can you now shift car in to neutral or any gear? linkage tests. remove shifter housing and below see the shifter, H pattern sifter box mechanism. see that. you can shift that by hand with any small wrench or large screwdriver, if the works the parts on the end of the shifter handle main shaft tip are bad.
f this is a floor shifter or center console shifter there is actually a lock release next to the shifter. Look next to the shifter handle and you should see a small square plug in the console remove the plug and you will see a little white button in it this is the shifter release push it and you can move the shifter.

all probability the brake sensor on the pedal is starting to work
erratically. This sensor sends a signal to the shifter gate, and the
gate will not open unless the brake pedal is depressed. I had it happen
to me, and the only solution until i replaced the sensor was to hit the
brake over and over until the stop light worked. If the stop lights
work, the shifter gate should allow the shifter to move out of park.
This sensor/ switch is located about 3 inches above the brake pedal, and
it is easily recognizable by the cable attached to it.
the whole bezel around radio and shifter should be silver. it pops out the heater controls stay on bezel. shifter will need to be moved into low pop top loose and work done it is just clipped in. there are 4 7mm bolts holding radio in
Not a simple repair but it can be done in about 2 hours. Remove the top plate that surrounds the shifter, then the ash tray and the two screws that are behind it, then remove the tray in front of the shifter to reveal two more screws, remove them then the three bolts that hold the console in place. Remove the console, being careful to remove the wire that is on the accessory jack from below the console.
Now you can remove the white plug at the rear of the shifter for the light, then the large plug at the rear of the shifter assembly. Then unhood the cable on the front left from its attachment point (this is the broken piece) then from the passenger side, remove the bolt that holds the shift cable to the shifter making note of where the bolt is in the adjuster so that you can put it back in the same spot, I marked mine front and back with a sharpie. Then you remove the white solenoid and remove the cable from the right side of the housing being careful not to break the retainer.
Now you can remove the four bolts that hold the shifter assembly in place and remove it from the car.
Take note of any broken parts that may have fallen out or a spring.
The shift nob can be removed then the top plate and the slider and the white top plate after that. Then you can unclip the three clips around the lower perimeter that holds the top of the housing in place and remove it after you remove the small electrical connector from the rear. (above the larger one you removed earlier)
Now you can see the pink lever on the front. That small dull area on the front of it is where the hook used to be. You can remove the pink lever by putting the car in the Drive possition and slide it up to remove. Once it is off you can see from underneath it that it has a hollow channel. I drilled a very small hole in the top just behind the spot where the loop broke and then a small hole in the front about 1/16" down, this allows you to loop the spring through the top and out the front to make sure it does not come out.
Now put the lever back on and you will have to bring the shifter back to the park possition to get the lever back in place, then loop the spring into the new holes and into the hook at the front center of the shifter.
Reverse to re-install. Enjoy your rapaired shifter.
This should not take 2 hours, I had never looked at it before and I did it in 90 minutes in my driveway in the dark.
