This is a code that is indicating you have a problem with the "bank 1, O2 sensor 1" heater circuit. Bank one is the side of the engine that has cylinder #1, and sensor #1 is the O2 sensor on that side that is before the catalytic converter. This code sets when the computer senses that it either takes too much or too little current to drive the heater inside the O2 sensor. Typically, most shops would simply put a new O2 sensor in this location as it is ten years old and there is a good chance that the O2 sensor has burnt out However, there is a possibility that the driver circuitry has a problem as well.

I would replace the sensor, I believe it is the one on the passenger side between the engine and the cat. After that, you will have to drive it a bit for the code to cancel, or you could have it reset with a scan tool.

1999 toyota camry 6 cylinder check engine trouble codes

That's a lot going on! If those are real errors, you could spend some time and money fixing it. May not be too hard, but if you have an electrical gremlin somwe here causing the problem, then that could be a pain to fix.
If clearing the code for inspection is your goal, you could look into an OBD2 bluetooth scanner to work with your phone. I use one along with Torque for Android. I can check and clear codes with my phone, but I do 95% of my maintenance myself.

O2 malfunction P1135. Please what do i need to buy to replace ? Can I do this myself or will have to let an expert do it. i would be very grateful if you could tell me what EAXACTLY that I need to buy...

The P1135 code on your Toyota is Air fuel ratio sensor - heater circuit malfunction. Basically the problem there will be with the air/fuel ratio sensor (on other vehicles it is refered to as an O2 oxygen sensor), or the wiring/connectors leading to it. It could also be a problem with a fuse or relay on the heater circuit. Again, not a real difficult problem to solve.

just fixing the P1135 code will not cause the check engine light to stay off because there are other unrelated codes. If the code P1135 was causing the other problems then perhaps fixing that code would fix the others, but that's not the case here. The reality is you'll need to have all the problem areas looked at (IAT sensor, MAF sensor, Air/fuel ratio sensor) and repaired in order for your engine light to stay off. Normally if there are codes stored a vehicle cannot pass inspection. I would get a second opinion from another local mechanic as what you've been told may not be 100% correct.

Good luck.

Error code P 1135. what part needs to be replaced?

P1135. Air/Fuel Sensor Heater Circuit Response. (Bank 1 Sensor 1).

Now, to specifically answer your question. I'm not familiar with the inspections in New Jersey, however just fixing the P1135 code will not cause the check engine light to stay off because there are other unrelated codes. How to reset the ''Check Engine'' light on a 1999 Toyota 4-Runner?

You need to reset the light with a scan tool, the same one you used to read the code in the first place.
