I tried 2 keys, moving the wheels , and also unlocking the shifter.

It sounds like you need to replace the ignition switch. This happened to me about a year ago on my 1999 ES 300. Usually part of the ignition is stripped or broken so the key can't move. It's a pretty easy fix, you have to take off the plastic dash cover so you can unscrew the ignition switch and slide it out. The problem you'll have is when you put in a new ignition you'll get new keys with it. The ignition key will be different than the locks on your car. I have to carry two keys now, kind of a pain, but cheaper than having your locks rekeyed.

Parked my 96 Lexus 300 and turned off the ignition, went back out later and the panel lights were on, indicating the key was in the ignition. (but it was not) Put the key back into the ignition and it would not move. We disconnected the battery and left it. Any ideas?
