Hard Brake pedal in '93 Dodge Caravan

All of the sudden the brake pedal got hard and the brakes don't work. The pedal travel is very slight and hard.

    It appears that I have a ABS brake system. It is a cumbersome old computerized system with lots of wires! It has no vacuum booster. It uses a pump to build up pressure that is stored in a resevoir on the ABS module. What I am learning is that the system "clicks" in test mode at start up. I didn't hear that recently. I'm assuming it is a blown relay. However, my Chilton Service manual is a piece of ****. I will be purchasing a Haynes manual when I get paid and proceeding to locate the proper relay to the system, There are three relays, one main system relay, one pump relay, and one other relay that I believe is for diagnostics? Anyway, I blew a fusible link looking for the proper relay and with much smoke and sparkle, I now have another project on this old bucket of bolts as I now have no instruments or starter upon turning the key!!!.

Is the engine also running poor such as tries to stall or the RPM is high? Is there an unusual suction type sound? Check the vacum hose to the brake booster, if loose, cracked or a hole in it.
This is about a 1/2" diameter hose and goes to the booster from the engine for power brake assist.

Check the drive belts under the hood. It should be be present and not loose.
Check the brake fluid level in the reservoir.
If no problems found, see a mechanics. Safety issue.

Not sure why you have scanner readout, but the most likely culprit in the hard brake pedal/hard to stop category would be a faulty power brake booster.

Sounds like a bad brake booster.. It's the large can behind the master cylinder. The fact you have a hard pedal with engine off is the key here.

There is a brake booster, adjacient from the brake pedal under the hood mounted to the fire wall. It is black and about 10" in diameter. the master cylinder for the brakes is mounted to it. there is a rubber hose that comes from it that goes to the engine. it is a vacuum hose, about 1" in dianeter. Check this hose and make sure it is in good condition and has a strong vacuum to it from the engine. If it does then replace the brake booster. It has a diaphram it in and it is broken.

I have a dodge caravan that has the ABS and the BRAKE light on the pedal is rally hard but it goes away once in a while for like a day and all over again

Dodge used an ABS system for 2 years that didn't have a vacuum booster. Instead it used ABS pressure from the pump motor for the power brakes. This is the system you have. The ABS pump is mounted on top of the transmission. Is the pump running when the pedal is hard to push? Sometimes the pressure sensor in the ABS module will go bad and the pump won't run. You will get a hard pedal and the ABS light and the BRAKE lights will be on. The code in the ABS control module will be LOW BRAKE ACCUMULATOR PRESSURE.

Ignition switch will not turn on. Battery is good. Steering wheel is locked, What should we do?

Quite often that will happen when vehicle parked with wheels turned, and/or vehicle on a slope, so try to avoid that in future.If nothing else, when parked on a slope, stop, keep foot on brake pedal, apply parking brake, put transmission in neutral, then take foot off brake pedal and wait for parking brake to stop vehicle rolling, then shift it into park. When leaving, put foot on brake pedal, shift to drive or reverse whatever direction your going, then release parking brake. Sounds like a lot to remember but you won't have to pull hard on shifter as before, and it could save a lot of money on transmission repairs down the road. Always try to park with wheels straight as well.
Now, with that said, if you parked with wheels turned, try hard to turn steering wheel in same direction wheels are turning, just slightly, as you try to turn key. Sometimes a quick yank in that direction will do it. Also make sure shifter is all the way in park before you try it. If your on a slope try rocking vehicle slightly up slope as you push/pull shift lever in to park and try to turn key at same time. If no luck, try pushing brake pedal real hard and try to turn key. Let me know how it goes.

My brake pedal is hard to push in. the car wont/ is hard to stop. i replace the brake pads and the calipers. what could be the problem now?

i guess your brake booster is the problem. try this.... engine not running just pump the brake at least 25 times at the 25 count,just keep your feet on the brake pedal and start the engine. if the brake pedal won't go down even a little... your brake booster is gone. or something with the vacuum.
