The brake switch is stuck on.there is a switch under your brake pedal that kicks the lights on. that little switch is bad.. this should fix ya up.. good luck keith...

Clint, you might want to check your break switch to see if your button is stuck. It is right above your brake pedal. The pedal led actually hits the button of the switch. See if you can loosen it.
THIRD BRAKE LIGHT WORKS ,SO THAT MEANS THE SWITCH, FUSE AND SOME OF THE WIRING IS GOOD . FOLLOW THE WIRES FROM THE REAR LIGHTS ,LOOK FOR A CONNECTION PROBLEM .
Most likely this is the brake pedal sensor switch. It is mounted on the brake pedal arm, and it has a screw adjustment mechanism. You will need to adjust it by turning the screw so the switch does not make contact when the brake pedal is pressed.
hi, i have sorted this problem on my 99 focus ghia.,check both your tail light bulbs.someone put the wrong bulb in and i had the exact same problems you described.the bulb for brake/tail light has two steel connecters and and all other bulbs have one.i put proper bulb in and the problem disappeared.now lights working perfect and sidelights dont come on now when i brake :)change both brake/tail bulbs on each side.1 euro will fix this problem.hope this helps.
Tail light bulbs used are double element one is tail one is turn check your bulbs and, make sure the lamps for your turnsignal have two pins and, are a different number than your other lamps
There are three fuses that have to work for the cruise to operate, including the brake lights.Check fuse numbers 53,54, and 59. It can also be affected by the brake switch (and clutch switch - if equipped). The cruise also needs a connection through the brake light bulbs, which means that it will not work if the bulbs are burnt out or if you have LED tail lights. Try pulling up on the brake pedal to see if it is the brake switch. Please post your results. Thanks.
