The issue is condensation from your air conditioner not properly draining. This is usually caused by a damaged, or clogged drain hose. The condensation is supposed to drain outside the vehicle by way of a hose on the firewall area.

DodgeDakotas dot com has a lot of postngs about water under the Dakota's passenger side carpeting. My own 2005 is leaking, too. Main culprits to check: AC drain tube @ firewall (I think that some Dakotas had to have a 90-degree tube added to the outside end so that water wouldn't blow back into the cab. Great desing, Dodge. Rear window seal; Along the right-side window/roof pillar; the gromment in the passenger side door for a wire pathway. Sounds like some get this fixed under warranty - others meet w. resistance. Unless this happens in the rain as well, I would not worry about it. Likely in the car wash, far more water is coming in than the normal drain system can handle, therefore causing it to overflow. If you do have a drain obstruction, find the drain hose (small right angle hose on firewall passenger side) and roll it in your fingers to clear it.
