Check fuses to heater control and heater blower motor.if fuses okay thermostat could be faulty causing coolant system not to get hot operating temperature.

Yes it could be the blower motor resistor, but also could be that the fan switches contacts are worn in the lower speeds so if you can clean it do it but if not the cheapest first is the way to go if you don't now how to do the testing process

Sounds like a blown fuse...Check your fuse block for the rear window defroster...If it is OK, it might be that the leads to the window defroster have been broken by many openings and closings of the rear hatch.

Thermostat may not be working properly, hot coolant has to circulate via the heater core in order to get heat. Normally operation temperation should be 180 to 200 degrees.

The slow speeds work through a resistor pack that is usually located near to the heater fan assembly for cooling.

thier is a resister situated on a card that plugs into the heater / blower assembly under the dash board these are prone to burning out, at best replace the card but beware the connecting plug sometimes burns out then you have to replace the wiring loom

black smoke is not enough air or excessive fuel
if turbo , the turbo is not working and boosting, injector failure
incorrect fuel in system ( petrol instead of diesel)
water in fuel will damage injector tips

if it is just the heater motor they are not that bad to do
they are located in the passenger side under the dash (you may have to remove the glove box)
they are only held in by a few torx screws

My heater blower on my peugeot expert is not working

hi, had same problem twice with my 98 expert , first time it was heater control board(the slider sends a varying voltage thru the thin green wire at the motor plug, to a semi conductor encased in an ally heatsink when checking motor operation check thick red wire for 12v, and thin green for 1.5-4.5v, depnding on slider movement, and thick green for earth conn) , second fault was overheated conns both at motor conn and at relay(mine was bright green cased one behind glovebox), Terry
