I cannot find where the flasher relay is located. I have tried behind the glove box, in the fuse box under the hood and in the interior fuse box, plus under the knee bolster.

If you are looking for the old style flasher, it's not there. It's now called a combination flasher module (more $$) and usually it's on the right side of the column under dash. If you buy one first, at least you will know what it looks like.

The flashers are located under the dash where your knees hit tucked up in there take that off then listen it is a big thing hidden and hard to get to mine cost 70 dollars
The relay on our 1999 Jeep Grand Cherokee was located behind the headlight on the passenger side of the vehicle. technicians at the Jeep dealership that you have
to remove the bumper to get to it OR you can remove the headlight
assembly and drill a hole large enough to get a socket and extension to
the bolts on the relay..removed the headlight and
drilled a 5/8" hole to get to the relay screws.
Why Jeep puts this relay in such a hard place to reach is beside me - - -
other than perhaps they don't want it to be easily customer
replaceable. Argh! Good luck.
It's located to the left of the stering column, right above the fuse box. This is the turn signal flasher.
If you are talking about the emergency flasher then It's located to the left of the steering wheel column, behind molded panel.
