Their wiring can be something .The circuit boards short out and the lights on the right front where on with the left rear lights.

Camry 2008 XLE V6, Instrument panel lights are too dim in day light , works normal in night .

seems to me the lamps are dim in the cluster, as in bad lamps.
the dimmer works, but can be tested, if 12vdc out on high.

Instrument panel lights to dim in daytime

The dimmer switch only works when the headlights are on, When they are off there is a light sensor on the dash that takes over and adjusts the dash lights as needed. It sounds like yours has gone out.

Dash lights dim when outside lights turned on

Dash lights have much to do with the outside lights. There is factory built in system with the dash lights. When the car is driven during night time the dash lights automatically become dim to eliminate the eye irritation to the driver.
If it is equipped with dimmer switch the variable resistance or its electronic circuit may be defective and be replaced.

Interior dash lights are very dim and hard to see at night. Is this a problem just needing a new fuse?

If the lights are on it means the fuse is OK. The switch for the dash lights works like a dimmer switch. It may just need adjusting or the switch may be faulty. Switch location can be found in the owner's manual. If adjusting the switch doesn't work you will need to have it checked at the garage.

At night when the headlights come on the dash lights goes out how do i fix this

Normally when the headlights are on the dash lights are dimmed down a fair amount so they don't glare in your eyes and affect your vision at night. The dimmer control that controls the brightness of the dash at night may have accidentally gotten turned way down which would cause the symptom you have. Find the dash dimmer control and try to see if you can make the dash lighting brighter and dimmer. It can be difficult to locate so you may have to check your owners manual on it's location.

The PRNDL indicator and odometer do not show up in daylight and only show up faintly at night. They briefly went to full brightness a couple of times tonight but reverted to dimness. What is the cause...

check dimmer switch on left side of dash raise for brighter if not making a change then switch needs to be tested and or replaced if its only the 2 spots than check wiring for loose or damaged connection

That is normal. They go bright because during the daytime the outside light is also bright so the lights compensate for the outside brightness by making your dash lights also bright. When you turn your headlights on it assumes it is nighttime and you don't need to have the brightness to see the dash lights so it compensates for this. If you want them to be dimmer, near the light switch there is a roller button to turn your interior lights on just roll that some and it will either make the dash lights brighter or dimmer.

Instrument panel lights do not come on.

Soldering the new bulbs in may have done something to the LH DIMMER MODULE ! The 10amp INT LPS fuse located in the I/P fuse box is good ? Is the dimmer switch at full bright ?
When the park lamps are on, battery positive voltage (B+) is supplied through the instrument panel (IP) fuse block INT LPS fuse via CKT 32 (YEL) to the dimming switch. The dimming switch supplies a variably controlled voltage to the dimmer module(s). The potentiometer in the panel dimming control cannot provide enough current in order to operate the panel lamps. The dimmer module(s) amplifies the current, supplying the variable voltage to the panel lights. As the amount of the current increases, the lamps become brighter. As the amount of the current decreases, the lamps become dimmer.
Buick
There is only 1 dimmer module that supplies current to the panel lights. The left dimmer module supplies current via CKT 8 (GRY) to the following components:
• The headlamp switch
• The door switch flood lamps
• The heater and A/C control
• The door handle flood lamps
• The passenger temperature control
• The ashtray lamp
• The shift select switch lamp
• The instrument cluster
• The steering wheel controls
• The reset switch
• The trip odometer
• The radio
Parade Dimming
The parade dimming feature prevents the dimming of the VF displays when daylight is sensed by the lamp control module (LCM) and the park lamps are turned on manually. If the LCM senses night time conditions and the park lamps are on, the LCM allows the VF displays to be dimmed.
All of the modules with the VF displays receive the dimming level from an input on CKT 8 (GRY) or CKT 1244 (BRN). When the LCM determines that the above conditions are met, the LCM sends a signal to the instrument cluster and the radio via CKT 390 (YEL). For Buick, the radio then relays this information to the heater and A/C programmer and passenger temperature control via CKT 724 (PPL/WHT). The modules with the VF displays then adjust the dimming level of their VF displays to match the level of the incandescent lights.

When you turn the lights on in the daytime (during rain) the console dims out. Honda accord, 2004

It's supposed to. The console is brighter during the day so that you can see it. At night, that same level of intensity is too bright. When you turn them on during the day, the car doesn't know whether it's day or night, so they get dimmer.
