Could be fuse or wiper motor also switch . get a volt meter check power to the wiper motor and switch.

there will be a fuse for the wiper switch and one for the wiper motor if you've removed the switch fuse and still going the problem is with the motor if the fuse was for the motor then there must be short in the relay

your windsheild wiper problem is the wiper module. replace the windsheild wiper module and you'll fix this problem.

this might be a connection/ currosing problem. Check the windshild wiper relay for loose wires and then take apart the connection. Clean them up and put back together. also check your fuses.
