The fuel filter on a '93 Plymouth Acclaim is located on the underside of the car. It will be on the passenger side roughly between the back seat and fuel tank area. It is held on to the frame of the car with a single bolt and a clamp.
Oh yes there is and there is a charcol canister up under the hood that captures the vapors if the canister is full you could smell fuel.
You will need a shop that has a SMOKE MACHINE to find the leak in the evaporative emissions plumbing from the tank to the engine compartment.

It is most likely the fuel pump. pouring gas down the throttle body will not start it, it will just flood it. try spraying a carb cleaner in the throttle body in short 1 or 2 second bursts while some one else cranks it, it should start.
