It’s not locked but if you don’t pull it up by the strap it causes the hinges to pinch and won’t raise more than about 4”. If you remove the two bolts from each of the hinges where they attach to the seat you can lift the seat out. Pull the strap out as it should be and put the seat back in. Reattach the hinge using the bolts and the seat should work properly.
I had to take it to the dealer to get it 'unstuck' and they ended up bending the frame of the backseat! If you can get into the spot where it locks into the trunk frame you can unlock it yourself, but you need a second person to hold the seat back form the trunk frame so you can POSSIBLY squeeze your hand or a tool in there to do it. Its VERY DIFFICULT! Hope that made sense...lol
