99 s10 2.2 4 cylinder ran out of gas the other day and now gas gauge will not work, and if sitting still it shoots down to empty then back to full. any ideas???

It's tach, not tack, short for tachometer. Were these gauges installed by unionized people? It could have been the gauges' day off, as per their collective agreement. Most instrument panel woes are caused by bad grounds. Most panels are below the front glass, and if this leaks, guess where the water goes? Dashboard problems are a bear to fix sometimes, and costly in terms of labor. Have someone steal the car.
It sounds like your thermostat is sticking. You can tell when it sticks when your temp gauge spikes high and your blower won't blow heat and when it finally opens your temp gauge goes back down and you have heat again.
The oxygen sensor has nothing to do with the fuel gauge. There are two possibilities for the gas gauge error, first it could be the in-tank gas level sensor or it could be a defective stepper motor which drives the gauge. A professional scan tool can determine the fuel level being sent by the in-tank sensor, if that disagrees with the gauge, then the stepper motor needs replacing.
From 2003 to 2006 GM - chevy , pontiac , buick , cadillac , had bad step motors inside the instrument clusters , causing gauges to no work or sporadically . Happened to my 2005 chevy cavalier , went to automotive salvage yard ,got a used one for $20.00 buck's . That was two year's ago , now problems ! Or you can buy the up graded stepper motors on eBay an fix it .
Dashboard gauges have a wiring problem. Most Sunfires have these especially late models. It's a common defect. While the gauges will run fine most of the time, the primary instigator is heat. The more the car heats up inside the cabin, the more the gauges will stick. So keep the inside cool, and you'll be fine. Trying to replace with Chevrolet Cobalt gauges. I'll tell you if they work.
I have a '99 dodge dakota, 4 cyl, 5 speed manual. While researching a no start problem ran across possible solution to this problem. If no guage lights show when key truned to on position then normally a bad ignition switch. With fully charged battery and working ignition switch guage lights should slight up then go out when ignition in "on" position. Try shaking the key back and forth.
