Idle position switch or sensor. I had 93 that would stall when i came to a stop. Cost me $43 but it was worth it. I don't know if this will fix it, but it sounds like it would.

In a lot of cars, the flasher relay is built into the hazard light button - yours may be as well. The simple fix is to go to a parts store, ask for the hazard relay for your car, and have them show you - if it's built into the hazard button, you'll be handed a new button.

could be brake light switch but i would be more inclined to think the signal switch is bad, the brake light circuit goes from the pedal to to the turn signal switch then to the taillights

If It is not blinking then it's probably a blown bulb, That's how cars tell you a turn signal is bad. You will only have power to fuse slot when turn signal is on and the blinking part runs through a flasher relay so you could have a bad flasher relay if the bulbs are all good.

The fans are controlled by the ECM and it uses the ECT sensor for temperature sensing, so if the check engine light isn't on the sensor is not the problem. You need to have an active test run on the fan system to see what code is returned. Have you tried powering up the fans at the relay?

Where is the flasher fuse located at

On 1992 Buick Regal 3.1L MFI OHV 6cyl. the Flasher is located:
- Hazard flasher: front seating area, passenger side, under dash, above kick panel, mounted in relay block
- Turn signal: front seating area, driver side, under dash, passenger side of steering column, mounted behind instrument panel

Turn signals stop working

Replace the flasher unit with an electronic version.
The electronic flashers keep the flashing cycle constant no matter what the load is on it.
Your standard flasher sounds like it is failing.
