2002 Corolla Tail lights and Dash Lights not working. The fuse keeps blowing when I switch on my driving lights. Wires all look in tact. Why does the fuse keep blowing? Is it an open circuit?

You probably have a bare wire at the back of your car that is shorting out on the frame, or against another bare wire.

I had the same issues. Dash dead, tail lights dead. Fuses were fine, Dimmer relay was fine...So I got to the Tail Light Relay.
Removed the glove box, one screw on the right. Reach up (above the space where the glove box 'area' would be and there are 3 or 4 relays all sitting on top of a junction box. All of them were loose. I pushed them in...and voila! I was getting scared after the obvious.

I would look for a wiring short in the trunk at the taillamp area, or, inspect the sockets for the taillamp bulbs for corrosion. In any case, you have a short circuit in the trunk area, also check the wire that comes from the body & goes up the trunk hinge on the driver side; that wire may be chafed, and it may be shorting out. If this vehicle has a trailer harness, that could be the problem; it could be shorted out. Additionally, if there is no trailer harness, look under the truck bed at the rear, look for a grey wiring connector that wires come out of, and run to the taillamps. I have observed corrrosion in this connector, which will result in a short circuit. You may find it necessary to cut the connector out and resplice the wires back together (eliminate the connector), if severe corrosion is indeed present.
