SOURCE: my horn does not work at all in my 2006 chrysler
If your horn is not working and your inside light is not working either your fuse has been removed. (Located on the left side of the steering wheel) pull back the plastic handle and use the chart there to see if the fuses are all in the correct spots. If this is not the case you may have to have the fuse replaced. Lastly there could be and issue with your horn assembly which is easily fixed and the dome light could be a seperate problem.

When one of these has been changed you must have or your mechanic must have a special scan tool called a "DRB III". This "special tool" costs in the neighborhood of $8000. The car must be completely reprogrammed including the mileage. After the reprogramming has been performed, your car will need to "relearn" your driving style and may seem to under or over perform during that relearning process which lasts about 200 miles.
If you are able to obtain one of these tools, I can send the directions from the factory service manual, if you need them let me know.
SOURCE: The horn on my 2006 sebring is going out. Is this a major fix?
It is located behind the right headlight assembly, remove that, one mounting bolt, and wiring harness, and it's out.
If you need anything else, let me know.

Wow!
Sorry to hear this one. You'll wan't someone ASE certified in Automotive Electronics for sure. Sounds to me like the ECM or engine control module may have burnt out. If it smelled like electrical smoke, don't drive it! I'd suggest an AAMCO, as they do have techs now hat can do these things, wish I could say "Easy Fix" but I can't see the car.. :)
