Make sure you have a fully charged battery turn on the ignition with out starting the vehicle let sit in on position for 10 to 15 minute then start it may take a few attempts
I have a cavy for a demolition derby i changed the ignition it rolls and makes 1 puff the anit theft light is on what can i do
Actually you may need to have the vehicle taken in to the chevy dealer and have them perform a anti theft reset with a gm scan tool. Unfortunately for us, the 99 cavalier is equiped with passlock and the only way to reset it is to have it reprogrammed. The 10 minute and 30 minute test works on passlock 1 and 2 but not passlock. I hope this helps and your not alone, I have been there with mine as well.
Does it have a chip in the key? Just bought a 99 cheap, it was getting hot driving home & died. Put antifreeze in after letting it cool down. It cranks but won't start. Theft light on & wasn't before. Tried the 10 min. thing & ya didn't work. Some guy looked at the key & says it's not the right one. (said it was a valet key)idk?
It took 3 tries for me. 10 min with key on turned off then 10 more min turn off then 10 more min turned off and it turned over and started thanks. I have a 99 cavalier 2.2L rally

Use the other ignition key and see what happens. You can have a faulty key now. A transponder is embedded inside the keys head that makes the starter to work off the computer
SOURCE: How to reset anti theft in 1999 chevrolet cavalier
Key on 5 mins, shut it off 5 secs. and fire it up.

It is probably not the anti theft system if it cranks over fast then slow it is your timing chain. If you want to try resetting the anti theft system disconnect the battery cables for 24 hours and reconnect them.

here is the reset procedure, if it doesn' work u have a fault in the system and need dealer help to diagnose.
PASSKEY LOCKOUT RESET GM CARS 1999 UP
1) Put the key in the ignition and turn to the "ON" position. Leave it that way for 10 minutes. After 10 minutes turn the key and take it out. Repeat this process (2) more times (3 times, 30 minutes total) This should reset the PASSKEY system to recognize your key.

This is a VERY common thing that happens on GM vehicles. This is how it works. There is a Chip on your key shaft. (newer models have a transponder in the Key's plastic head) This Chip sends a signal that is read by the ignition/lock cylinder. The ignition then sends this signal down the line to the TDM (Theft Deterrent Module). The TDM then allows the starter to start. Seems like alot just to start your car, (it is) but this is how GM decided to do it. The point being that without everything communicating that signal, nobody will be able to "hotwire" and steal your car. The bad news is that every part of that system is expensive and is a "dealer" kind of fix. Get ready to pay up to a thousand bucks to FIX it. The good news is that if you want to BYPASS it, you can do this a lot cheaper. Check out this link for info, pictures, and some sites to help you in this matter. Ive been doing these bypasses for years, and if you bypass it permanantly, you will never have this problem again. You CAN fix this yourself. And will be alot cheaper than taking it in. You can contact me thru that link if you need any further help or have questions.
