You have shorting situation that needs to be TRACED and repaired. Water is completing a Circuit and Routing POWER to the Blower.. NOT GOOD. It is also breaking the flow of power to the Wiper Motor.

You know where to look, now you need to go and do the work., Not too hard to locate... Will take you less than an hour

Most probably it is a relay problem. First check from car manual which relay is commanding to your wipers, blower etc... Then you or your service have to replace it.

may hav bad motors or switch---------distributer cap cud be wet or moisture in other parts of ignition------getta repair manual for that model

Where would a short be that causes windows and wipers to stop working when it rains hard?

It actually could be a grounding issue. You could just experiment and run a ground wire from one of the mounting bolts of the wiper motor and run to a grounding strap attatched to the firewall. See what happens next time it rains.

2000 Buick Regal windshield wipers stopped working during hard rain.

Make sure wiper arms are tight they are on a spline also where the wiper arm transmissin conects to the wiper motor therw is a nut that holds a z shaped bracket that losens up and oblongs the rectangular slot so the wipers stop with the least resistance.
