your radiator fan is switch on by the coolant or the engine coolant temperature sensors. you need to unplug your coolant temperature sensor and bypass the sensor task to make the fan turn on. just to make sure the fan is working. your van problem is mostly sensors failure.

1992 Plymouth Grand Voyager won't start, fuel pump runs for about 1/2 second when you turn on the key

The power control module sends signal to the fuel pump relay, it gets it's signal from the pick up coil in the distributor and the crankshaft position sensor. I'm having the same issues with my 94 Jeep Wrangler

1998 Plymouth grand voyager ignition won't turn

I have had this happen on my 98 Voyager. Just have a new key cut. This new key will sometimes cure the problem. The older keys get worn out and won't unlock the ignition. Try this before a much more expensive and time consuming change of the ignition.

Sounds like the ECM is bad. This is a common problem, when the ECM gets hot there is a solder joint that seperates, it makes contact again once it cools down
