SOURCE: Turn signals dont work 97 Geo Metro
I had that problem on a 90 Metro. I found a plug located on the top side of of the fuse pannel under the dash came unpluged.

The hazard/turn signal relay (flasher) is located on top the the under
dash fuse box. To replace the flasher, remove the fuse box retaining
bolts and locate the flasher at the right rear corner. Pull gently to
remove the flasher. Replace the one of like kind.
The fuse box is located under the left side of the dash. Additional
fuses are located in the fuse and relay box in the engine compartment.

it's likely a blown fuse and there are a few places to look on a Tracker .. inside under the dash and outside under the hood. Trackers a prone to rust and you may have to "track" down a poor ground connection somewhere that is rusty and perventing contact. The other thing to check is the Flasher modual... ususally located under the dash fuse box it is round and has a plastic casing or silver metal. with the turn signal of hazzards on just tap the modual a couple of time and see if they start up again if they do ..this will sometimes be a temporary fix but it will need to be chanaged. It can be removed just by pulling it out and relacing it with a new one. if it were this however the light would come on but not flash.
