It seems that the onboard computer is not recordind emission data and resulting in a failed emission test. Codes are "not complete" I've got the same problem. I had a service engine light witha code for the MAP circuit, after I changed the sensor and cleared the codes the light never came back but OBD won't get ready. I've also noticed the engine increasing rpm's without being on the gas, such as during shifting. Also seems like the car is running cold, temp gauge barely moves. Any ideas??
I fixed my own problem. Since the computer could not reset, I
decided to disconnect the battery. After two days, the computer
corrected itself..

Change thermostat and temp sensor....do another drive cycle....Plug your scanner back in and see if all the monitors are finished their tests...If not find out which monitor is still running...

2000 Saturn also fails emission tests after replacing a sensor (TPS) in my case. Engine was idling very high (3500 rpm) . Now it idles only about 1000, but CCC states many not ready conditions. Have driven it a lot and returned to test station, but fails the same. No fix yet.
