The problem is that the solder joints in the flasher break.
I had to take a few apart to prove this but here is the proof.
Two solutions...
No1Expensive, replace the flasher.
No2 Cheaper, remove and open the flasher without breaking it. Thin knives help. Soler the bad connections of the pins to the circuit board.
Photo included.
You can see the crack in the pin near the middle of the pic. To little solder and bad joint.
Just use real lead electronics solder. 63/37 lead tin. Hard to find but the Chinese will sell it to you on eBay shipped to USA. The lead free stuff is junk.

My signals and flasher quit working 2002, Jeep Grand Cherokee

in your vehicles owner manual, look up fuses, and flasher units or flasher relay. Fuses are normally located under the dash, but when both turn signals quit working it is usually the relay. The relay is located under the hood yours owners manual should show you the location.

After checking the fuses I would replace the fuse for the tail lights just to make sure it wasn't a fuse issue and if that doesn't do it I would check the bulbs on both sides to make sure that the bulbs are good.

My turn signal and flasher wont work.i replaced the lever on the

A flasher can be located in the fuse panel, under the dash in the wiring loom, in a glove box,\ or, under the hood.

Most flashers are located under the dashboard on the driver's side.
