My car is starting to make a squeaky noise and shudder a little when turning the steering wheel while stationery (ie pulling out of a park etc) I feel a shudder in the steering column when turning at slow speeds. Feels like wheels or joint. I just had head gaskets replaced and when I took it back in they found a throttle cable routed wrong and rerouted. I am still having same problem. Car is a 2000 Subaru Outback.

They supposedly checked all fluids but said that replacing the pump might be the solution. They removed a bracket as noted in a TSB on similiar problem which helped for a day but still having the shudder when turning at slow speeds.

While stationery when I turn the steering wheel

This should be expected if you have power steering. The movement of steering wheel in stationery is demanding power which is drawn by revs going up in the engine. Make sure you have adequate level of steering fluid in the reservoir. Check your cars maintenance manual for the type of oil. If there is a burned oil smell then it needs to be bleeded and refilled. Will require a mechanic to do that.

check steering tank and fill up . check steering leakage .
if all ok replace steering pump . check wheel alignment
when turn left and right are same angle

Much will cost replace power steering

the hard power steering is given away by the loud squeaky noise . It is the drive bely slipping from worn out or needs adjustment.. If the key problem is in the switch the replace the switch of if it is not engaging the starter motor have a look at the battery connections (shiny clean and tight) or the solenoid or starter relay.

it may the cv joints not the power steering so what suggest is to check the cv joints if they are worn the make that repeated clicking sound and they need to be replaced and do not replace only one but both left and right

Check your fluid level and belt for tension and adjust or replaced as needed.

Squeaky steering wheel

check and lube the nylon bearing in the rubber boot at the bottom of the steering cloumn inside the car. Use WD40 or thicker silicone lube
