Fuel pressure Normal range is 35 to 70 PSI. Without the proper fuel pressure needed the vehicle surges and looses power especially goin up hill and at WOT(wide open throttle) . Its a good call if you change full filter your going to any way. you got a surge going on. Also check the airfilter once that plugs up it will also cause the surge. Surges happen when it lacks something so your getting less of some thing

I think its time to check exhaust back pressure. You can install a gage where the o2 sensor screws into the exhaust BEFORE the catalytic converter.

are you relating to the H.T. spark plug leads?
if you are, then yes, the engine will be delivering ignition at the incorrect time. if the engine is fuel injected you will hear a muffled thumping sound from the inlet manifold. If it is non-fuel injected it will backfire / blowback through the carb with a very real danger of starting a fire.

Extreme cases have been known to result in a broken crankshaft.

possible mass air flow sensor fault, dissconnect it and see if it improves slightly to confirm or have scan for trouble codes

Have your Catalytic converters checked! Sounds like there getting plugged!

put a fuel pressure gauge on it and check cold and hot pressures if you have too take off hood and drive with gauge installed so you can see it. duct tape and a ruler to hold it up .should have 50 psi or more if it drops below thirty it cuold have trouble hope this helps.

check the fuel regulator ,parking up hill sounds like the fuel is leaking off pressure and going back to tank,when you park down hill,gravity is keeping the fuel pushed in the lines

sounds to me like a bad fuel pressure regulator. I would replace that and see what happens, if that fails you may have contaminated fuel
