The ignition switch is the electrical part behind the lock cylinder where the key goes in.

Ignition Switch Lock Cylinder
Lock Cylinder Functional
Removal

  1. The following procedure applies to vehicles that have a functional ignition switch lock cylinder (11582) and keys. If the key numbers are known, the correct key can be made. Disconnect the battery ground cable (14301). For additional information, refer to Section 14-01 .
  1. Turn the ignition switch lock cylinder to the RUN position.
  1. Place a 3.17-mm (1/8-inch) diameter wire pin or small drift punch in the hole in the steering column shroud under the ignition switch lock cylinder. Depress the retaining pin while pulling out on the ignition switch lock cylinder to remove it from the housing of the steering column.
Installation
  1. Install the ignition switch lock cylinder by turning it to the RUN position and depressing the retaining pin. Insert the ignition switch lock cylinder into the steering column housing. Make sure the ignition switch lock cylinder is fully seated and aligned in the interlocking washer before turning the key to the OFF position. This will permit the retaining pin of the ignition switch lock cylinder to extend into the hole of the steering column.
  1. Using the key, rotate the ignition switch lock cylinder to make sure of correct mechanical operation in all positions.
  1. Connect the battery ground cable.
-------------------------------------------------------------------------------------
Ignition Switch Removal
  1. Disconnect battery ground cable (14301). Refer to Section 14-01 .
  1. Remove the upper steering column shroud (3530) by removing the four or five self-tapping screws. Remove key release lever (3F527) (if equipped).
  1. Remove lower steering column shroud.
  1. Disconnect the ignition switch electrical connector.
  1. Rotate ignition switch lock cylinder (11582) to the RUN position.
  1. Remove the two screws retaining ignition switch (11572).
  1. Disengage the ignition switch from the actuator.

Item Part Number Description 1 11572 Ignition Switch 2 — Ignition Switch Lock Cylinder Housing 3 — Slot in Lock/Column Assembly A — (Part of 11572) Pin B — Alignment Mark
Installation
NOTE: A new replacement ignition switch assembly will be set in the RUN position as received.

  1. Adjust the ignition switch by sliding the carrier to the ignition switch RUN position.
  1. Check to make sure that the ignition switch lock cylinder is in the RUN position. The RUN position is achieved by rotating the ignition switch lock cylinder approximately 90 degrees from the LOCK position.
  1. Install the ignition switch into the actuator. It may be necessary to move the ignition switch slightly back and forth to align the ignition switch mounting holes with the lock cylinder housing threaded holes.
  1. Install retaining screws. Tighten to 5.6-7.9 Nm (50-69 lb-in).
  1. Connect electrical connector to ignition switch.
  1. Connect battery ground cable. Refer to Section 14-01 .
  1. Check ignition switch for proper function, including START and ACC positions. Also, make certain that the column is in the LOCK position.
  1. Install upper steering column shroud.
  1. Install the lower steering column shroud and key release lever (if equipped).

Yes but I would use a relay also because it would probably be to much current load(60amp) for just a toggle switch.Relay has switch side and a coil side, when coil side is energized it closes the switch side so current will flow thru it. I would wire the relay switch side to the yellow wire of igntion switch(trace it back to before the splice)because it has 3 connections on the switch itself. Then hook the coil side of the relay to a power source and use the toggle switch in between the coil ground side of relay and ground.

Replaced starter and key switch 96 windstar won't start have power to starter

A metal activator rod generally moves back and forth along the steering column from the key lock to the ignition switch (generally mounted on the steering column. If the rod had been dislodged or the ignition switch had shifted position during your pervious efforts, turning the key will not allow the voltage to get to the starter.

Be prepare to be very uncomfortable twisted around under the dash and steering column. :(

Windstar engine will not shut off after removing key from ignition

I think you need to study about:

Closed or Completed Circuits
Open Circuits
Short Circuits

NO ONE has any idea what a short circuit is

If you had one, you would have a blown
fuse or burned up something

My 96 windstar always thinks there's a door open, complains the lights are on when the engine is running and all doors are closed, you can take the key out of the ignition anytime, and the interior light...

The interior lights in your Windstar are controlled by the GEM (Generic Electronic Module). AKA "Body Computer"

The switches for the courtessy lamps are located in the door latch mechanism in the door panel. They fail often. I have changed hundreds of them (On several different Ford models) for this same problem. They are relatively easy to replace once you have the door panel removed. They simply "twist" into place in the door latch assembly and have a 2 pin connector. They are also very inexpensive - about $15 to $20 a copy, depending on where you get them from.

The GEM also controls the "Battery Saver Relay" which is supposed to de-energize andshut off the lights after a specified amount of time to keep your battery from running down in the event that the lights are left on for some reason. If they are NEVER turning off, there may be a problem with the GEM or the Battery-Saver Relay could have stuck contacts.
It would be best to scan the GEM for fault codes.

As for the key being removable with the lock cylinder in any position, this could be caused by a worn lock cylinder or a worn-out key. I would try a different key before condemning the lock cylinder. Your best bet is to have a new key cut at the dealer using the VIN. That way, you will have a "known good" key to test the lock cylinder with. (Simply copying a worn-out key at the local hardware store will only produce a worn-out copy.)

Ignition switch does not shut off motor

The connection between the Lock cylinder and the Ignition switch has come apart. There is pin that holds it together where the column tilts to allow for the tilt. The bad thing is the column needs to be completely disassembled to fix it, or replace the column with one from a salvage yard. The pin that falls out is usually still inside the column if you take it apart.
