I had the same problem with my 2003 Ford F150!
My recently chipped key was not working. My engine wouldn't turn. My mileage showed a series of dashes ------------. My THEFT light was flashing.
I followed these directions and it worked!
I. Open door with key. Leave door open.
2. Place key in ignition. Turn in [ON] position. That's where lights are on, radio functions, but engine is [OFF].
3. Leave [ON], with door open, exactly 10 minutes. Set a timer so you know it's 10 minutes.
4. After 10 minutes, remove key, close door, reinsert key, and start car.
It worked! ??
If it doesn't turn on again, all I do is turn it to [ON] and [OFF], wait a few seconds, repeat, until the dashes turn into actual numbers. Sometimes it's 3 times only... other times it's 8 times. This is my temporary fix until I disengage my PATS. My truck was stolen once with it on, so it's pretty useless to me. I went out and bought The Club for trucks.
Currently researching how to disengage factory alarm system. Any tips are appreciated!
Not certain this will work on your truck, but many will reset by turning key to "on" but don't try to start, leave on for about 15 minutes, turn off, then try to start.

I have 2007 expedition XLT and the interior light blinking all the time what the solution ?
not positive but look in owner manual for a fuel pump reset button i had this problem at one time and that fixed it it is usualy under the dash area somewhere on the drivers side or in a kick panel (decorative cover on the side firewalls inside the cab)....good luck i hope this helps!
SOURCE: reset my anti theft system so my truck will start
Normally, you would insert the key in
the drivers door, turn left, then right
to disarm and reset it. If yours is malfunctioning,
you would either need to contact Ford to reset it, or
you can disable it for good by doing the following:
The FACTORY ALARM DISARM WIRE IS green/purple |-|,
Located in the drivers door harness or the
drivers side kick panel.
Once Located, splice into either wire with
a simular guage wire, and put it to
a solid chassis ground. This terminates
the alarm functions entirely.
However, at this point, this car would be exceedingly
easy to steel, so I suggest you get an aftermarket
alarm system to protect it from here on in.

Try disconnecting your battery cables then wait about 10 minutes. The computer should reset itself. Reconnect the wires to the battery. It is normal for the theft light to blink about every 5 seconds when the ignition key is out or in the off position. This means the system is armed and working properly. Hope this helps. God bless!
