Sometimes my jeep sputters like it is running out of gas but it isnt then when i press the gas all the way to the floor it does nothing ,and then it dies if i shut it off and crank it back up it its fine...

The first thing I check for this sort of symptom is the fuel filter. Sometimes you get a bad load of gas with sand or other stuff in it, and it clogs the filter. When you try to accelerate, it either fails to respond or dies. When the engine is off, some of the material seems to fall off and it will run again for a while. It's the cheapest thing to replace, and usually easy to do, so it never hurts to try.

My Mazda mx3 starts up idles for a couple seconds then dies.

Before you replace the fuel pump, I would check the cheaiper parts first. Such as fuel filter and injectors.
