Have disconnected the light switch, key switch, multiple switch on steering collumn, switched relays in fuse box, but tail light and plate lights are still on.

I would recommend replacing your relay. From what you have described your battery might be bad. The clicking you heard is consistent with this. Natuarally though the relay is probably cheaper to fix. Also if you're car was slow to start or was dragging when you were trying to start it, you may have a bad starter, which would cause the aforementioned

generally when the fuse is ok and the bulb is ok the problem is corrosion of the ground wire and connection to the frame, or corrosion in the bulb sockets. for starters go to any auto parts store and get an aerosol can of contact cleaner especially for auto bulbs and connections.

You will have to check there is an output voltage from the switch ( suspect plug connector) . If you say the fuses are ok then you will have to try either a relay or fuse box connector . Good luck
