Maybe the injector is shorted out. At any rate it sounds like it is stuck open. You can do an ohm test of the injector, check it's resistance, but I don't know the value you need to look for on this. Just to give you a range to look for, a Chrysler injector's resistance should be 12-15 ohms. Yours should show low resistance as well. If it's open (no value at all) or if the resistance is very high (high ohms reading), it is bad.

In reference to the last statement in your post, no signal will keep it from flooding. An injector is a solenoid and normally closed. The only way to open them is to complete the circuit across their terminals. As long as the key is on, the injector will have a steady 12 volt current available to the injector on the power side. To pulse them or cause them to open, the ecu will ground the circuit for a split second, energizing the solenoid, and causing it to raise the pintle on the injector for fuel to spray out. The ecu will just keep on its merry way, pulsing the injector over and over, never realising the engine is flooded. If it's flooding with the injector connector disconnected, the injector must be stuck open.

You need to pull out the starter and take it to your local auto parts store for testing - I suspect your armature in your starter is worn and causing your issue. This is a replaceable part and, depending on your skill level, you may be able to do it yourself. If your starter is not too expensive it may be feasible to just replace it as your brushes in the starter are probably worn too.
