As I was driving my car the dash board lights went dim, for a few minutes then it light back up automatically without me saying doing anything. It was like someone was pressed it. After that for the next 20-30 minutes. It was going up and down because the panel showed the light increasing and decreasing. Additionally, it was making flickering noises. What maybe the issue here?

Check your battery fuse mine just also did that and it was the fuse under the hood. Location of fuse box is by the battery and it should be the big fuse close to the middle

No a fuse would have completely blown out the lights making them unusable. I had a similar issue in my altima where the lights would flicker and I had to replace the alternator. Good luck.
