You're a victim of a flooded engine. if it's got fuel injection then crank it with the gas pedal fully depressed; that's called a clear flood mode that shuts down the injectors while cranking to give the plugs a chance to dry off. if it's got a carburetor then you'll have to take the plugs out and dry them off manually. in either case you should pull out the oil dipstick and smell it; if it smells strongly of gas you should change the oil to avoid bearing failure because the oil has gas in it and is too thin to lubricate. I usually take out the plugs and either blow them dry with a compressor or put them on a hot plate to warm them up so if there is any gas in the cylinders it will ignite faster. while they are heating up I blow the cylinders with compressed air to eliminate any accumulated fuel in the cyl. before I put the plugs back in. make sure the choke is open and crank it with the gas pedal fully depressed for about 5-10 seconds and then release the gas pedal. It should start.

Uncouple the fuel line coming from the pump at the carburetor, place a clean can under the line, and have someone operate the starter--you should have fuel shoot from the line in spurts as the engine turns. If it does, then the entry port on the carburetor is plugged. Remove the float assembly and pull out the float needle valve. Hook the fuel line back to the carburetor and try the starter again, there should be fuel pumping into the float bowl. If not, check to see if there is a filter on the fuel inlet path that may be plugged. If no filter, remove the float needle seat to see if something is blocking the fuel passage. If all else fails, use compressed air to blow backwards through the needle seat (remove the fuel line again). Hope some of this helps!

Was looking at posts and other sites. I take it that some relays are even under seats. Anyway, Apparently the ECU relay and the ECC relay are linked. When properly operating the ECC brain sends a signal to the ECC relay and the ground wire is tan/green. The brain can be throwing the signal and the relay terminals are not receiving the signals, so the relays cannot switch.
Although you have replaced some relays, you need to check your plugins for these 2 relays.
