PULL WIPER FUSE......WAIT...RE-INSERT. IF THIS DOESN'T DO IT THEN YOU HAVE A SWITCH OR WIPER MOTOR PROBLEM. I AM ASSUMING YOU KNOW THIS VEHICLE AND FUNCTIONS WELL!
If you grab the arm and pull it toward you gently (it should be spring loaded so you can move it) You can spin the wiperblade all around, sort of like a swivel. On the inside of the ARM, very close to the blade there will be a small black tab just sticking out about 1/4 of an inch. Push down on it and the blade will slide down the arm and disconnect. Once you get it, you will laugh. Very simple.

Often this problem is caused by a filmy build up on the windshield. It could be from any kind of natural source, but often you need to go to great lengths to make your windshield squeaky clean.
Try wiping down the windshield with a soft cloth, soaked in a mild detergent...Nothing abrasive.
Then after that, use a high quality glass cleaner solution, such as windex, and go from there.
are you sure there not turning on or just not inguageing .. on your windshield ont he out side rear the wipre arm base theirs a black panal you can take off.. under that youll see your wiperblade motor and the 2 matle hands that turn the blades.. have somone turn them on and listen near the motor see if the motor is buzzing then youll know if its a fried motor.. also look at the arms make sure there on the wiperblade.. might soudn dumb but youd besuprised. from there there is a wiper relay switch masicly the lil black nob you turn to turn them on.. thats the last resort cause in 5 years of car service ive never replaced one
