Just more info for you. You do not want to overfill the ATF. I have the same 98 Camry 2.2L 4 cyl, it specifies for a drain & fill, it uses 2.5 qt. ATF.
The drain plug is a 10mm hex key, so you need the 10mm hex "male" to stick it in and loosen with a ratchet. Tighten with 30 ft. lb. when you are done draining.
The 4 cyl uses a filter too, you don't have to change it every time you change your ATF. Probably good to do it every 2 yr or 30K mi. You can buy the Pro-King ATF filter for this car for $11; make sure you get the one for "the 15-bolt version" transmission, as you'll need to loosen 15 bolts before you get to see the filter.
--- FLUID CHOICE ---
For cheapest way, you can buy the SuperTech Dex III from Wal-Mart for $10/gal. Or Step up some and buy the good one fro mValvoline MaxLfe Dex/Mer ATF for $18/gal.
In owner's manual it calls for Dex II or compatible Dex III. Realistically Dex II is discontinued for years, Toyota really uses the "Mobil 3309" ATF, which you can still buy some from Wal-Mart or auto part store if you care to use the OEM fluid.

Torque converter bolts come loose? Was the torque converter moved any or not put in all the way? I would also check to see if the transmission has any fluid pressure.
