Because the car need a front-end alignment.
Here's how that works.
The steering wheel is attached to 2 tie rods (they go by different names sometimes).
These tie rods are then attached one to each front wheel.
There are at least 2, and sometimes 4 adjustments for these under the front of the car.
When someone does a front end "alignment". they will loosen all these joints and will set the wheel straight to match the direction of the car.
Over the years, these parts wear and the wheel gets crooked.

Steering wheel is not straight, and I have an appointment for getting a wheel alignment, and my question is that will the wheel alignment also fix my steering wheel to be back straight and normal ?

A wheel alignment will help if that is the only thing causing the car to go right. If you have hit something , like a curb it could have bent or broken something in the front end. The wheel should return to straight if the alignment is all that is needed.

there is a load on the lock pin in the steering column try turning the steering wheel a bit left or right to release the pin as you try turning the key.
Steering wheel locks never lock straight ahead as the idea is that if the car is being stolen it will turn a circle rather that move straight

I have taken out the horn switches on the steering wheel of a '93 park ave reinstalled the new 1 and now i can not find where the other end of the wire goes that has the spring attached to it

The spring goes into a hole in the steering column. It rides on a round plate back behind the steering wheel. Usually when the tires are straight, the hole is in the upper left side.

Front end on my 1999 V70 vibrates at 55 to 60 miles an hour. not before, and goes away if I speed up. also, the steering wheel is not "straight" ie the horizontal portion i the center is not parallel to...

It could be, first thing is to make sure all your tire pressure is correct. Don't go by the gauge at the air pump, by your own tire gauge and there an average price is 99 cent at Auto Zone. If all your tire pressure is correct, (your can get that information on a sticker at the drivers door or where your spare tire is located in the truck. If the car's steering wheel is still not straight,then you need the car's wheel aligned at a alignment shop. If your tires still vibrating then your going to have to get your wheels rebalanced too and check the front end steering componets: ic tie rod ends etc. Good luck and hope this helps, have all the steering components greased to tighten up any play in the joints.
