Here's the link to the starter relay. Here's another link to your wiring diagram, you have 4 fusible links at top of page, they all are coming from the positive battery cable, check them for burtness or swollen wires, replace with same gauge wire.To see if the starter link is burnt, get meter and put positive on positive battery cable at starter and ground black wire and have someone turn key, should say 12 volts or better.

SOURCE: I have a 92 240 that blew fuse to fuel
new fuel filter when replaced the pump? might have a bare wire somewhere causing the fuse to blow usually the relay is under hood with main fusses and secondary being under dash or in glove box.
SOURCE: fuel pump noise smell gas while car is running 92 mustang
the pump should stop when it builds up to the correct pressure. if it continues to pump and you smell fuel then you probably have a fuel leek. normally fuel consumption will increase with a leek, even slightly.

The fuse it doing it's job, you have a short ( Wire that is connected to a ground, that draws too much power )
If you have an electrical schematic ( Repair manual ) find out which wires are connected to that fuse and check them for any chaffing, cuts, unnesassary twists, or corrosion.
If you have a ohm-meter, isolate the system ( by disconnecting the fuse, and other connections. Then check for any resistance on wires that should not be connected ( because you disconnected them ) by having one Lead on the wire's connector and the other meter-lead on your car's frame. A good wire will not have continuity if it is isolated.
