Some v.w 's have the fuse box behind the glove compartment, and some are under the hood. if it is behind the glove box you need to disassemble it to get to the fuse box.

My lighter doesnt work, i have two and one doesnt work

There are actually FIVE cigarette lighter/ Auxilliary Power Outlets shown in the wiring diagrams for your vehicle.
The Instrument Panel [1] Accessory Power Outlet (Cigarette Lighter) is protected by the "LTR" Fuse (# 53 - 20 Amp) in the Power Distribution Center (PDC) in the engine compartment.

The Instrument Panel [2] Accessory Power Outlet is protected by the "AUX PWR" Fuse (20 Amp) In the Instrument Panel Fuse Block on the left side of the dash.

The Center Seat Accessory Power Outlet and the (two) Center Console Power Outlets are protected by the "AUX PWR 2" Fuse (20 Amp) In the Instrument Panel Fuse Block on the left side of the dash. NOTE: If your vehicle is not equipped with the Center Seat Accessory Power Outlet, or the Custom Floor Console (optional), this fuse position will most likely be empty.

My cigarette lighters do not work to charge my cell phone? could this be a fuse problem? If so, which fuse is it?

Yes, could be cigarette lighter fuse blowed. Check fuse no.# 42 - F42 (20A) = cigarette lighter, 12 Volts. See picture below:

For 2006 VW Jetta the fuse box is located on the left side of dashboard behind a plastic cover (for left hand steering wheel vehicle). On inner face of the plastic cover you will find the fuse diagram.

My power outlets and cigarette lighter outlet do not have power. Which Fuses should i change.

chek on the fuse box for Accessories/ cigar lighter, usually this is 10-15 amps rating. Use a long nose plier to check this out and replace. if the fuse blows off again you must check out the lighter for shorting.

None of my 12 V outlets work

Try and plug something else into your Jetta. If that doesn't work than find the fuse panel and locate your lighter plug fuse, might be more than one, and it might be listed as something other then a cigarette lighter plug, might be listed as acc plug or something like that.

2003 Jetta VR6 fuse question

you will have to look in your owner's manual or remove the fuse panel cover and it may be labled there, with a position number. you will have to look at the position of the diagram either in the book or on the cover then orientate as you look at the fuse box itself. sometimes they lable the fuses with a number under neath each fuse to give it's location. And yes, I don't see why you can't use a charger for your ipod in the cigarette lighter. it should work just fine, people use that for car chargers for cell phones, and lots of other things. if you don't smoke then you don't need to buy an adapter that has one plug on one end to go into the lighter hole and gives you 2 that you can plug things into it...it's called a two in one adapter.
