Its
faulty blower motor resistor. The low and medium speed on blower motor is
controlled by resistor and its actual speed is high. So because resistor is not
working, blower motors actual speed which is high is working.
It
can be faulty blower motor or faulty blower motor resistor. Get the blower
motor inspected. If it's faulty it has to be replaced.

blower motor testing and replacing, check the link below: ----
Before removing the heater switch on this 2006 citroen hdi I would first have the blower motor checked and the most common reason for this and other blower problems would be the blower resistor.
Your blower works on and off at times, first locate the blower motor and the resistor. the blower motor is located on the heater box, look under the pass/side of the dash, you may have to remove under dash cover to see blower. When you have located the blower now look to the side on the heater box, there you will see a connector plug, it plugs into a connection on the heater box, this will be the resistor, the resistor slides into heater box and the end of it bolts to box to hold it in place and then the connector plugs into it, if you can not locate it then follow wires that plug into blower , follow wires back they will lead you to resistor, next time blower does not work wiggle connector to resistor and see if blower turns on, if it does then resistor is the problem. also unplug resistor plug at resistor and check for any burning of connectors at plug and inside resistor.
I would bet its a bad resistor or the plug is brunt due to high draw from bad connections, if plug has burn damage to connectors then replace the plug along with resistor.
located on passenger side of truck in cab under glove compartment.remove plug to resistor. remove two screws that secure resistor to heater housing. remove resistor, rreplace with new resistor. inser screws and replace plug also make sure fuse for heater is ok.
Hi
Sorry....No good news on this problem.
The resistor is built into the blower motor and can NOT be removed
You are going to have to replace the motor
Best of luck
John
It sounds like the blower resistor needs to be replaced. Auto Zone will have the blower resistor that you
need to replace and will have the step by step instructions for you to
get the job done with common tools and will take just under 2 hours if your
good with tools. Good luck and keep me posted, the cost of the resistor it self is around $27.00
the resistor is behind your glove box. open the box and push in the sides to release it and let it hang down...the resistor is right there. I didn't try to replace it, a friend did it, but the part was under $20.
If you are looking for the fan blower resistor, it is located behind the glove box. No tools need to get to it and a nut driver to remove the 2 screws to replace it. A 20$ part.
The blower motor resistor is located in the heater box area, which is under the dashboard on the passenger side. You will find the resistor in the large squarish tube that leads to the center of the dash from the blower motor housing (right to left on an american vehicle). Unplug the large black wiring connector, remove the 2 phillips screws and the resistor is ready to pull out of the heater box.
