1999 ford 250 super duty powerstroke turbo 7.3. changed icp and one bad injector. ran for only little while then lost power and now won't start unless pulled down the road.
Based on the information that you wrote down you have a problem with your ipr injector pressure regulator you need to remove the ipr which is located on the high oil pressure pump on top of the engine for inspection inspect the two orings on ipr if one of the orings is damaged that will be your problem and you will have to replace the ipr orings or ipr if you can't get the oring kit

Have a 1999 f-350 only way i can get it to start is pull start it will not start with the key it just keeps cranking over

This sounds like it may be as simple as cleaning the water or gunk out of the gas tank which is what I always do 1st because it's easy and inexpensive.
If your fuel is contaminated with gunk, grime, water and/or bottom junk like rust this will cause stalling!
Try spraying a can of starter fluid in the air intake and see if it runs! If it does, it's most likely bad fuel or clogged injectors so....
Fill the tank with High Test, Add some dry gas and a good fuel system cleaner or 2 or 3 and this should dissolve all the gunk and clean the injectors! Read & follow the cans' instruction
carefully.
If this cures the problem never let your gas tank get below 1/4 and especially never run it to empty as this is when the gunk and/or water will enter the system!

If it's cold you may want to check and/or replace the water/fuel separator as it may be clogged with wax from the diesel fuel!

For the location of your water/fuel Seperator I'd go to your auto parts store (I like Advanced Auto Parts Best) and ask them (they usually know) and while there describe your problem and they may be able to confirm or pinpoint a solution!

If it starts then dies, I would think it's a fuel problem not a mechanical problem especially if you drained the tank and didn't fill it up all the way!
If your injectors were dirty then....
I'd try filling it with a booster fuel product from an auto parts store (for cleaning and dissolving anything that might be clogging it) or fill with No 1 Diesel or even a little Kerosene which is, I am told No 1 diesel fuel. When it runs smooth again you can return to a regular grade of diesel
The lower the grade of diesel the less flammable.
The higher the grade the more flammable.
Lower grades in cold weather can cause stalling!

Have you tried the a DIESEL FUEL SYSTEM ADDITIVE from your local auto parts store yet?
Try this please! Especially if it's cold where you are!
Diesel fuel is low grade and doesn't like to start it only likes to burn after your engine warms up!
Draining the fuel will only bring all the **** floating on the top of the fuel into your system and that may be clogging it up again.
Stop draining the fuel!
Fill your tank and add a BOOSTER!
If you don't try this I can't FixYa!

dranied all the diesel fuel before i did anything so that is not the problem. thank you for trying

does this 1999 ford f 250 super duty 7.3 diesel have a fuel pump or lift pump in the tank? it does have a frame mounted fuel pump on it. after it is started it runs for a little while then will not start again.
changed fuel filter, icp sensor, drained fuel again and changed one fuel injector will now start and run, but after turning it off, it won't start until after sitting awhile.
