Front wipers and washers work fine. I don't know if the windshield wiper control relay could be the issue? Seems odd that the front work and the back don't. Also odd that both the rear washer pump and rear wiper motor both stopped at same time (which led me to believe its the relay)

Will check that out. What is interesting though is that there are 2 switches for the rear wiper and washer. One is just wipe, and the other is both wipe and wash. Both stopped at same time which led me to suspect the relay itself. Will check voltage.
I took the step of replacing all the relays and fuses that had wiper or washer listed. Switch still didn't work. However, when I reconnected the negtive battery terminal the rear wiper cycled! So the wiper motor is fine. I suppose this means that the dashboard switches themselves are both broken, which seems rather odd.
RUN A CONTINUITY TEST (NO POWER TO SWITCH, OR SWITCHES) TO SEE IF IT IS PASSING CURRENT LIGHT WILL LIGHT IF SWITCHES ARE GOOD.***CHECK ALL SWITCH POSITIONS
RUN A FUSED JUMPER FROM POSITIVE BATTERY VOLTAGE STRAIGHT TO WIPER/WASHER CONNECTOR, THEN RUN GROUND SIDE OF CONNECTOR WITH A WIRE BACK TO THE NEGATIVE SIDE OF BATTERY(TO INSURE 100% GROUND) IF WIPER/WASHER WORKS.....IT IS THE SWITCH OR SWITCHES

I ended up buying a replacement switch to make it easy. The replacement switch panel shows exactly the same problem, so it isn't the switch after all. I wonder if its a grounding problem, since the rear wiper cycled when I reconnected the battery a few weeks ago.
