SOURCE: WON'T START

Check if you can if it doesn't have some kind of alarm system that locks out when battery disconnected.(owners manual, or where you bought the vehicle), then I'd check all the fuses, starting with any under the hood to see if maybe one of those blew when hooking up new battery.

SOURCE: 2000 Dodge Ram cargo van trouble starting and once

Sounds like the alternator is bad (not charging). If your battery is good/charged it should run until the battery is drained. If the battery is bad/not charged the car will die as soon as the cables are taken off as there is not enough juice to run the ignition system. If the alternator is good (but battery bad) the car would still run as the alternator makes power to run the car but becasue the battery is dead/drained there is no power to start the car (hense needing the jump). Have the alternator/charging system tested

Cranks, won't start strong smell of gas 5.9

Sounds flooded. Let it sit awhile and when you go to start it hold pedal to the floor. You might also have vehicle nearby for jump start, cranking flooded engine can wear on battery

The car has full electric powers but it wont turn over. what's the problem

Just because the lights go on and the radio plays does not mean you have full power.
Many things can keep a car from starting, and the cold makes them worse.
Did you try jump starting?
And most importantly did you crank the engine for maore than a minute at a time? That means you have flooded the engine with gas.
To fix this, jump the car while holding the gas pedal to the floor. Do this 4 times at 20-30 seconds each.
Then try and start without holding gas pedal.

98 dodge ram 1500 5.2 v8 will crank but not turn over, and smells strongly of gas. i am getting spark, so thats not the problem. if its related to the fuel filter then is the filter inside the tank or on...

Verify you have good strong spark at the plugs. Also you want to check the fuel pressure with a gauge. If it's within specs and you have good spark, it could be flooded. Once in a while these trucks will flood the plugs if the secondary ignition has not been replaced in a while. Try starting the truck with the throttle wide open (clear flood mode) and see if it fires. If not, look at the plugs and replace as needed.
